Turning three is an important milestone in the life of a toddler with a delay or disability. Toddlers receiving early intervention services from California’s Early Start program must transition out of Early Start into preschool, community services, or other settings. This can be a challenging and exciting time for families, and Early Head Start and Head Start staff who serve these children and families play an important role in this transition.
