Deputy Sector Commander Captain Richard Howes Captain Rich Howes is a 1995 graduate of the U.S. Coast Guard Academy where he earned a Bachelor of Science degree in Marine Science. In 2008, he earned a Masters Degree in Quality Systems Management from the National Graduate School specializing in process improvement and Lean - Six Sigma. Captain Howes assumed the duties of Deputy Sector Commander, Sector Houston Galveston in June 2017. He reported from District Fourteen, in Honolulu, HI, where he was the Enforcement Chief for 4 years. Prior to this assignment, Captain Howes was the Chief of Response for Sector Houston-Galveston where he supervised 5 small boat stations and 4 Patrol Boats and worked closely with other Federal, State and local authorities ensuring the maritime safety, security and stewardship for the Nation’s largest petro-chemical port. Captain Howes’ previous tours include 4 cutter assignments; CGC MIDGETT (twice) out of Seattle, Washington; CGC PEA ISLAND stationed out of Mayport, Florida; and CGC ASSATEAGUE, stationed in Honolulu, HI, where he was Commanding Officer from 2004-2006. During this time he transferred the 110’ cutter ASSATEAGUE from Oahu, Hawaii to Apra Harbor, Guam, a 3300NM transit. His other shore assignments include a District Thirteen Command Center tour and an operational planning (dxo) tour at District Eleven in Alameda, CA.
