In 1996 Vladimir founded a group of companies “Consult Business Group” specializing in consulting in the sphere of technical regulation of medical equipment utilization. At the end of 2006 he was invited for the post of Advisor Director of Federal Compulsory Medical Insurance Fund. In 2011 Vladimir was appointed Advisor of Department Head of information technology of Moscow, supervised creation and implementation of the Integrated Medical Information and Analytical System. The IMIAS (The Integrated Medical Information and Analytical System) was launched in 2011 by Department of Information Technology and the Department of Healthcare. The Moscow project is a leading example of using IT in healthcare. Governments of other capitals around the world have so far been only discussing such ideas. The system stores medical records and provides for patient flow management and personalized record-keeping of medical services. IMIAS users can find an outpatient clinic, closest to their home. Book an appointment with a doctor online, reschedule an appointment without canceling it, and obtain a certificate or a subsidized prescription. The system collects and analyses data on patients’ choices of Moscow health clinics, hospitals and doctors, their workload and the average waiting time.
