"Michael leads the Work-based Learning Unit at the Colorado Department of Labor and Employment. This unit was newly-created in 2017 and directly supports the strategic outcomes of Governor Hickenlooper’s Business Experiential Learning Commission and those of the Workforce Development Programs unit at the Colorado Department of Labor and Employment. Michael’s career in training, education and workforce development spans 20 years in positions serving the US Air Force Education and Training Command, the US Air Force Academy and the Colorado Department of Transportation. While serving as Curriculum Manager for the Joint Undergraduate Navigation Training School for the US Air Force and Navy, the largest flight training school in the Department of Defense at that time, Michael earned the Air Force Education and Training Command Award for Excellence in Training Administration as well as the schools’ Instructor Navigator of the Year. As the a leader in air mobility operations, Michael led forward deployed command and control teams that directed thousands of cargo and air refueling missions over Afghanistan and Iraq in support of combat operations against Al-Qaida and the Taliban and to deliver humanitarian aid to the Afghan people. At the US Air Force Academy, Michael served as Assistant Professor of Russian Language and Deputy Department Head for Foreign Languages. In those roles, he mentored hundreds of future officers and created and led immersion language training opportunities for Cadets in Russia and Ukraine. In his transition to civilian service, Michael accepted the newly-created position of Administrator for the Colorado Department of Transportation Corporate University, known as CDOTU. In that role, Michael created CDOTU’s structure, guidance and branding. Building on that foundation, he coordinated the efforts of dozens of subject matter experts to create career development mapping for over 55 job specialties, gap analysis of competencies and training, and consulted on curriculum development to close those gaps. These efforts culminated in CDOTU winning the 2016 Corporate University of the Year (North America) from the Corporate Learning Network. Michael holds master’s degrees in Russian and East European Studies and in Strategic Intelligence, and is a certified instructor in Change Management and several other leadership disciplines.
