"Tom Morgan is the Workforce Services Coordinator in Workforce Development Programs at the Colorado Department of Labor and Employment (CDLE). He is responsible for increasing business use of the Colorado Workforce System, for ensuring the workforce system is meeting the needs of Colorado employers, and for supporting the alignment of people who work with job seekers and those who support employers. As Project Director of the Colorado State Energy Sector Partnership, Mr. Morgan managed a $6 million Recovery Act Grant from the US Department of Labor. Over three years the grant was recognized frequently for best practices and was one of the top performing ARRA grants in America. He served as Director of the Governor’s Jobs Cabinet, as a loaned executive from CDLE, where he directed the effort to present a Jobs Cabinet Report to Governor Ritter that outlined the imperative of a constructive partnership between business, education and workforce systems. In his career at the Department of Labor and Employment Mr. Morgan also created the first programs to develop and market Labor Market information. That project included extensive work with local Workforce agencies and employers. He has experience in government contracting processes, legislative affairs, and policy development. He came to the Department of Labor and Employment after 26 years in the private sector, where he owned a survey research and strategic communications consulting firm. Over that time Mr. Morgan was active nationally in public and consumer relations, private sector senior level strategic planning and project management, and policy analysis. Mr. Morgan is a native of New Mexico. His interests include Boy Scouts, skiing, and fly fishing. "
