As the Director of Captive Insurance, Sandy is charged with managing the Division's operations and overseeing the financial condition of captive insurance companies domiciled in Vermont. Among her various responsibilities, Sandy conducts the review and approval of captive insurance company applications for licensing, and filings related to company plan of operation changes. Sandy has been employed by the Captive Division since 1997, and has transitioned to her current leadership role, from examiner to supervisor to manager. She serves as a principal staff member to the Deputy Commissioner of Captive Insurance. Prior to her regulatory career, Sandy provided audit and tax services for clients of a public accounting firm and was employed as an accountant in a Vermont medical center. Sandy earned a Bachelor’s Degree in Accounting from Southern New Hampshire University. Sandy is a member of the American Institute of Certified Public Accountants, Vermont Society of Certified Public Accountants and Society of Financial Examiners. Sandy is a Certified Public Accountant and Certified Financial Examiner, and received a Certified Public Manager designation from the State of Vermont for her participation in a state government leadership career development program. Sandy also earned her Associate Professional in Insurance Regulation designation from the National Association of Insurance Commissioners. The 2017 Captive Review Power 50, which recognizes the most influential professionals in the global captive insurance industry, named Sandy at #22, a move upward by 17 places from the prior year’s ranking.
